Yolanda Martínez has more than 17 years of leading digital transformation initiatives and currently collaborates with different international organizations helping governments implement their Digital Agendas. In the international arena, Yolanda led the Office of the Inter-American Development Bank (IDB) in Chile, has collaborated with various United Nations agencies such as UNDP, UNDESA, participated as OECD peer reviewer for the Digital Government Strategies of various Latin American countries, and as Honorary Advisory Board Member for the Digital Strategy of El Salvador, and the Arab Digital Strategy. In the Public Sector, Yolanda led the National Digital Strategy of Mexico, the Digital Government Unit at the Federal level, and the Zapopan Digital City Program at the local level. She has led several digital transformation initiatives in the private sector as Strategy and Operations Manager at Deloitte Consulting. Yolanda has been recognized by .

Yolanda has a degree in Information Systems from the University of Guadalajara (UdeG), a Master's degree in Public Policy from Carnegie Mellon University (CMU), and a Ph.D. in Information and Knowledge Society at the Open University of Catalonia (UOC). She collaborates with the University of Guadalajara as Program Lead for the Center on Knowledge and Information Society.

Master Juan Carlos Rosas currently has a multidisciplinary training in Electronics Engineering with a specialty in Computing from the Universidad Autónoma Metropolitana Unidad Iztapalapa and the Master's degree in Management of Information in Organizations, Management of Organizations by the University of Havana Cuba and the Program of Academic improvement of the Universidad Autónoma Metropolitana Unidad Xochimilco.

He studied a Bachelor of Business Administration at the Universidad Iberoamericana and obtained a Master's degree in Business Administration from Harvard University. From 1976 to 1991 he worked at Telefonos de México, where he held various positions, including Director of Administration and Finance, during the privatization process of said company. In 1994 he was appointed Undersecretary of Communications and Technological Development of the Ministry of Communications and Transportation. In 1996 he was appointed President of the Federal Telecommunications Commission.

Since 1999 he has been General Director of the University Corporation for the Development of Internet, A.C. (CUDI), which administers the National Education and Research Network of Mexico. He was President of the Board of Directors of the Latin American Cooperation of Academic Networks (RED CLARA) from 2008 to 2009 and from 2015 to 2019. From 2011 to 2013 he was President of the Advisory Council of the Federal Telecommunications Commission.

He is President of the Board of Directors of the Consortium for Internet Traffic Exchange, A.C. that operates the first IXP of the Mexican Republic. He was a professor in the Master of Administration of the Autonomous Technological Institute of Mexico for more than 15 years.
